I have not seen that type of roof rack on a Van either. Might want to inspect the installation, make sure it is not seeping moisture inside, or rust is bubbling the paint where they drilled through.

I dont know what stock size for the 250's are. As mine does on my '89 b250 No name tires are a No no in my opinion. I got some AT tires, but they are not too loud, actually pretty quiet for how aggressive the tread is.
